[Madison, Wisc…] The Department of Employee Trust Funds (ETF) met last week to discuss Governor Scott Walker’s plan to move public employees from HMOs to a self insurance model. Other states have implemented this type of health insurance program, and ETF plans to collect data to see what the costs or savings would be to the state.
