The Act 10 Story

Union contracts over the decades in Wisconsin had driven state and local governments to the edge of a financial cliff by 2011. That's when Gov. Scott Walker came into office and introduced Act 10 to set Wisconsin on a path to permanent financial stability. It's meant 14 years of budget surpluses and $31 billion in taxpayer savings, and the unions have done everything they can to stop it - including waging a weeks-long insurrection when it was first introduced. Here is a look back on why Act 10 was needed, what it took to pass it, and what's been accomplished since.
