Ald. Bob Donovan (8th District) hopes that he will have enough time to change the minds of a couple of his colleagues to stop the project. Opponents, at least, hope to send the new streetcar proposal to a referendum. However, if bonding is approved by the Redevelopment Authority, that may not be possible.
