[Madison, Wisc…] On Thursday, the Wisconsin Assembly debated a bill that would reform how governments can use Project Labor Agreements. PLAs stipulate that only union firms can bid on a project, and many units of government require them – shutting out non-union shops. The reform bill prohibits a government from requiring a PLA as a condition to bid on a taxpayer funded project.Democrats argued the bill would harm a laundry list of demographic groups – except taxpayers.
After three hours of debate, project labor agreement reform passed along party lines.
