[Madison, Wisc…] Rep. Dale Kooyenga (R-Brookfield) and Sen. Alberta Darling (R-River Hills) introduced a plan last week that aims to turnaround Milwaukee’s failing public schools. The plan would have the Milwaukee County Executive appoint a commissioner to oversee the takeover of up to five of the districts worst schools per year. Each school would be removed from MPS, turned into a private school or independent public charter and all faculty and staff would have to reapply for their positions. If rehired, no staff could be a member of a union.The commissioner would have much wider power to make changes because the schools would no longer be under the thumb of the school board or teachers’ union. Kooyenga sat down with the MacIver Institute recently to discuss his plan, and why it is needed.
