[Madison, Wisc...] Despite Wisconsin's reputation for having a highly skilled workforce, employers in the state have had trouble finding qualified applicants for some time. That fact is no longer a secret among Wisconsin businesses and officials. The editor of Chief Executive Magazine knows all about it, and he says it is holding back job creation in Wisconsin.
