When unions representing county employees disbanded after the 2011 Budget Repair Bill stripped them of most bargaining rights, the county started looking at the wages and titles as part of its efforts to update its employee handbook.
Officials found a quagmire of inconsistencies, such as several people doing similar work but with different job titles, and wages that did not match job performance.”
