A charitable fund established to improve health outcomes for Wisconsinites has become a funder of housing and gardening projects – as well as a variety of left-wing advocacy groups – keeping a legion of washed up progressives employed. The political spending is “close to criminal,” said a former insurance executive who shepherded the fund’s creation.
